Open Source Web Browser

Is there a bit torrent client that will allow my internet browser to use more bandwidth automatically?

Like download as fast as possible but if I open my internet browser or someone else on the network needs more bandwidth it would download slower to allow that? Without needing to configure a scheduler. Thanks

1. Wow that would be quite useful, but the top ranked clients do NOT have that feature (uTorrent & Azureus).
2. That would be very, very handy, but i dont believe there is such a thing.
